Parents must pre-register their children by contacting Kurt Climie or Justin Carns at 814-765-5684
Child must have their own atv(no utvs or side by sides)helments,
gloves, long sleeve shirts and pants(no shorts) and leather shoes.
There will be a maximum of 12 students accepted for this class.
A meal will be provided by Carns Equipment & Snow Shoe Rails to Trails the day of the training.
The training is free and donated by Snow Shoe Rails to Trails DCNR Instructors.
After the students complete and pass this training, they will receive a
temporary certificate that permits them to operate an atv on DCNR state
Trails and Snow Shoe Rails to Trails as long as they are with their
parents or guardians.

Remember to attach a copy of your insurance and registration information to your application. State recipocating with PA must also present a copy of their state's registration and insurance information. The membership year runs from January to December each year.

Elk Ride 2015 at Benezette
Forty plus members of the SSRT met at Newman's Sandwich Shop for
breakfast on Saturday, November 7. The meals were prepared and served
quickly and they were great. We then drove to Benezette to meet up with
CMATVA members to join in on their Elk Ride-everyone contributed two
unwrapped toys for the toy drive. We toured roads to see Elk and then
ate a meal at the Benezette Restaurant. We all toured the winery and
most bought gifts and wines. We got to see a successful hunter with a
skinned Elk and at the end of the day we spotted two Eagles sitting in a
tree. A great way to get out and ride atvs with your friends, socialize
and enjoy the day. Just an awesome time!!

2016 Snow Shoe Rails to Trails Events

January 9 - 13th Annual Best Line Powersports/SSRTA Winter Dinner Ride & CMATVA Dice Run
Meal will be served at Moshannon Community Center starting at 11:30am through 3pm or until all food is gone. Registration for Dice Run is 9am. We will be accepting application for membership at the Moshannon Community Center and selling clothing too.
April 30 - 1st Annual Steve Seltzer Powersports/SSRTA Spaghetti Dinner Ride and CMATVA Dice Run.
All you can eat spaghetti dinner at the Moshannon Community Center starting at 11:30am until 3pm or all food is gone. Registeration for Dice Run is 9am. We will be accepting applications for membership and selling clothing too.
June 18 - New Event: Sell & Swap at Gillentown Trailhead-starting at 9am
Members
can pay $5.00 to set up a canopy to sell whatever you have laying
around in that basement or garage. Old atvs & parts, truck &
camper parts. This is your time to get rid of them and make a little
money. Remember, one persons junk is another persons treasure. SSRTA
will divide the parking lot up into sections for members & corporate
sponsors.SSRTA will sell applications for membership, clothing, and
food such as burgers, dogs & fries. Members atving this day will be
directed to the overflow areas.
July 23 - 14th Annual Best Line Powersports/SSRTA Chicken BBQ

Pavilion Gate at Gillentown Trailhead

Brooks Welding installed the Pavilion Gate at Gillentown Trailhead
yesterday, 10-15-15. Roy, Karen & Mike did a nice job installing
gate post about a week ago and now the gate. The next warm day we will
try to get it painted. The dogs enjoyed the day at Snow Shoe too.
Update on Kato Bridge Replacement Project: 10-15-15
George
Haynes, Snow Shoe Township Supervisor is working closely with the
contractor installing the bridge. Roy Brooks Welding spent some time
there today welding galvanized bridge plates to the base. Things are
progressing nicely.
Union Gas Line is also responsible for grading, rolling and stoning Kato Road. The roads are the best they have been for some time.

Ryan Tressler Fundraiser
On October 11, 2015, Jodie & Charle
Gheen held a fundraiser for their Nephew Ryan Tressler at the Moshannon
Community Center. Ryan was injured in an atv accident. Ryan was on hand
and participated in the event. It was great to see him in such high
spirits and we all wished him well. It was great to see the amount of
people that supported the event throughout the afternoon. Here are a few

The Kato Bridge Replacement Project is underway.

The Snow Shoe Rails to Trails wants to thank The Snow Shoe Township Supervisors, Rodney Preslovich, John Yecina and George Haynes for their continued support of the trail and to move ahead with the bridge project. All three of them realize the positive economic impact the trail has on businesses of the area and the importance of this bridge.
We also want to thank all three Centre County Commissioners for their support and monies provided to the township towards this bridge replacement. Thank you Steve Dershem, Michael Pipe and Chris Excharos.
We want to thank all of the SSRT members for your patience during the gas line installation on the Kato Road. You patience has allowed them to complete the installation with minimal issues. Now, some of the monies from the gas line project will be devoted to the bridge replacement. Also, we would like to thank them for the nice job done grading and stoning the road in the section where the gas line was installed. Thank you Union Pipeline.

Snow Shoe Rails to Trails Recognizes Eagle Scout Project
The organization met on Wednesday, October 7, 2015 at the Yarnell Community Center to recognize Tom Dupler for completing the Mile Marker Project on the SSRT. Tom, and most of the helpers were in attendance.
The event started off with a prayer by Pastor Doug Mellott, the Pledge Of Allegiance to the Flag and then we all enjoyed eating some pizza. We shared a powerpoint presentation of the entire project. Eric Brooks presented Tom a Plaque thanking him for completing the project and Trilby Mayes presented Tom and all the people that helped out with the project a SSRT t-shirt. The event concluded with everyone sharing in on some cake & ice cream.
We want to thank Joe(Wingate Brothers Pizza)for donating the pizzas and Sunset Trophies of Pleasant Gap)Tom Donahey for donating the plaque. We also want to thank Brad Holdren for bringing the project to the SSRT attention and Jack Miller for coordinating a lot of the activities for the project. What a great way to top off a wonderful project!!!

Special Recognition Meeting
The SSRT will have a special recognition meeting on Wednesday, October 7, 2015, 6pmat the Yarnell Community Center. This meeting is to recognizes and thank Tom Dupler of the Milesburg Boy Scouts. Tom took on a mile marker project on the Snow Shoe Rails to Trails so he could earn his Eagle Scout. Tom and his friends finished the project from mile post 46 in Clarence to mile marker 65 near Winburne.
There will be pizza, cake & ice cream, soda & water for the event. Then a power point presentation about the project and a special plaque that is going to be presented to Tom. All people that were involved in the project will be presented a SSRT t-shirt by Trilby Mayes - President of SSRT.

Day of Caring - Bald Eagle Area 7th Grade Students
Bald
Eagle Area 7th grade students spent a few hours on the Snow Shoe Rails
to Trails today. Mr. Jared Moore attended and helped too. They met Jack
Miller & Larry Mayes and then started their community service. They
sanded and painted two gates, shoveled and swept 5 concrete pads at
gates, cleaned the Snow Shoe Rails to Trails Memorial Kiosk. Jim Cramer
delivered and picked up the helpers. Snow Shoe Rails to Trails wants to
thank the children of Bald Eagle Area for their help. Jack Miller
provided all of them with a SSRT ink pen.

Fundraiser For Ryan
Ryan is a 24 year old young man that was in a tragic ATV accident on May 3rd due to mechanical problems with his four wheeler. This caused Ryan to be life flighted to two separate hospitals for treatment and major surgery. This accident has left him paralyzed from the waist down. He is home now and is currently receiving therapy three days a week along with many doctors appointments. Ryan's family and friends are holding a fundraiser to help him with his every day expenses and medical supplies he needs on a daily basis. Please plan to attend.

Carns Equipments/SSRT 3rd Annual Pig Roast
Chris, Kyle & Jim Vangor got ready
Friday evening to cook the pigs for Saturday's event. That involved
Chris's secret recipes for the BBQ sauces and the special rub applied
inside the hogs. He also made great stuffing as well. Jim & Kyle
attended to the cooking all night long.
Eric Brooks & Larry Mayes made their annual ride to Mark's Meat's in Lamar to pick up the hogs for the pig roast.
The Centre County Probation Office(Diane Bierly) provided people for preparation and the event. The SSRT also utilizes volunteers and the probation office to clean trash along approximately 4 miles of State & Snow Shoe Township roads prior to the event. Eleven bags of trash was collected that day.
Geoff Carns arrived with two loads of atvs & utvs to display. He sent Dave back to Clearfield to get a few additional units as well. Numerous people took a couple of the demos for rides, 900 & 1000 razors. A lot of people showed interest in the various units.
The SSRT would like to wish Tom & his new bride the best in their new marriage. You see Tom usually cames down from Carns for this event, but just happen to schedule his wedding on this day. Steve, Justin & Kurt were all involved in the wedding too. We at the SSRT hope the wedding was the best day ever for the newly wed couple.
We want to thank Bryan Sampsel and his family for taking time out of their busy schedule to attend and support the event. Bryan is also running for Centre County Sheriff.
This event was a big success as the parking lot was full and the overflow parking areas were utilized too.
We want to thank all the volunteers for helping at this event. Your dedication & leadership is appreciated and is why the SSRT is so successful. We also want to thank Carns Equipment as this event could not be held without your support. SSRT Supports Pink Bras for Cure
17 members of the SSRT traveled to
Dunmore to atv ride several trails in that area. Mike Guzzi & Bob
Nitch were excellent tour guides from Valley ATV Club. We rode 2 state
trails, then Northen Wayne and the last day was spent on the Lost
Trails. This day was a fundraiser to help find a cure for cancer. We ate
at so many fine places but if you are ever in Dunmore, eat at the
Loading Dock. The lobster and seafood Bisque was sensational. While
atving on Northen Wayne, we stopped at Legends for a nice dinner. Super
service -- thanks to Mike Guzzi for arranging time. Also, saw a place
that we visited 12 to 14 yrs. ago with Denny Stimer & Geoff Hosband-
Lakewood Lodge. We had a wonderful trip and missed a few of our
regulars on this ride, the Brooks, Tresslers, Moore's. Maybe next year
we can do it again. Thanks to all for the wonderful times and rides. See

SSRT Trail Pipe Replacement
If you have ever been out on the SSRT just after a rain and saw the water on the trail near Rock Run Bridge, well, it should not happen now.
On Monday, August 31, a work detail was planned to replace two plugged pipes under the trail near Rock Run Bridge. So, Fred Lingle, Eric Brooks, George Holt, Jack Miller & Larry Mayes made a day of it and replaced both pipes. Jim Schall of Hanson Inc. also supplied the 2rc for around the pipe. George Robb hauled it to the site. Jack Snacks Shack also supplied hoagies and snacks for the crew. A hard work day by the crew but accomplished so much.

Pipe Line Project and Kato Bridge Update
The Snow Shoe Rails to Trails has the following update about the Kato Road from Snow Shoe Township Supervisors.
Pipe Line Project
The contractor has advised they are hoping to be completed with the pipe line on the Kato Road by Labor Day Weekend. However, if they are not done with the project, the Kato Road will be Open Friday September 4, 2015 through Monday, September 7
for atv/utv use.
So, those of you wanting access from Gillentown Trailhead to the Bloody Skillet will have access.

The Kato Bridge is being built and will eventually be delivered to the bridge installation site. The installation of the bridge will be bid separately and estimated to be installed by the first weeks of November 2015.

Snow Shoe Rails to Trail members atv in Colebrook New Hampshire
It
was at the 2014 Chicken BBQ that Colleen & Rich Randolph suggested
an atv trip to Colebrook New Hampshire. So, the planning began-a weeks
stay at the Colebrook Country Club & Hotel. Here we had direct acces
to several restaurants, gas stations and stores. Darren & Heather
Little, Jesse, and Jennifer Hurley(realtor - 603-340-5511) guided us
on a 76 mile tour that included scenic water falls, creeks, woods trails
and wind towers and a moose with her baby. We also visited Mettalik
Cemetary. (This is where Mettalik atv club got their name.) We saw Dix's
Notch and the Balsams. On one of the days, we traveled to Mt.
Washington-Motorcycle Ride to the Sky Day. We could see snow on the
mountain and it is 6, 288ft above sea level. Next days ride included a
visit to Bear Rock atv rentals. Wow, what a selection of atvs, utvs to
rent. Self serve gas is available with a credit card along the trail.
New Hampshire Govenor Maggie Hassan is building a state wide atv trail
system with more than 1000 miles. Atv Clubs are making local connections
to this main trail system and helping to maintain it. New Hampshire
State Insures the private landowers and atv clubs. If you decide to give
New Hampshire a go-you won't be disappointed! Their motto is: "Live
Free or Die" which even translates to your own decision whether to wear a
helmet or not. Your choice.

Tom Dupler - Scout Project Progress
Tom Dupler of Milesburg took on a project to fabricate and
install missing or vandalized Railroad Mile Markers on the Snow Shoe
Rails to Trails for his Eagle Scout Project. Tom was on the trail
several times, scouting the project, then after fabrication, installing
the marker post. So, yesterday, Sunday, Aug. 2, 2015, he had the help
of Gene & Jon Dupler, John & James McMaster, Brandon Lucas,
Blake & Tyson Thomas, Noah Rowland and Jack Miller "Sign Director"
of the SSRT. They collectively completed the installation of Railroad
Miler Markers from Number 46 at Clarence Gate to Number 65 Near
Winburne.
The Snow Shoe Rails to Trails want
to thank Tom for taking on such a large project and completing this with
his crews so he can earn the status of Eagle Scout. His friends and
family are to be commended to as they were all such good workers. We
also want to thank Jack Miller for coordinating the project from start
to finish. A job well done! Thank you all!!

Rocky Gap, Marienville, Timberline Trails
A
group of SSRT members-friends spent a few days riding some of the
trails in Marienville. We stayed at The Forest Lodge and enjoyed the
company of Frank & Sue. The mud holes were a little deep but didn't
keep our group from getting in an having some fun. Amanda Neese did a
great job driving the full size Polaris Ranger 900 through the rocky
terrain. Some very beautiful sites - Glacier Rocks on the Rocky Gap
Trail. Melissa Moore gave us a lesson on how to have warm hot dogs on
the exhaust of the razor. Evening was spent around the fire and also one
night out at Petina's Restaurant. Sure was a great trip with a bunch of
good friends. We all missed Peg Brooks not being able to come along.
13th Annual Best Line Powersports-SSRT Chicken BBQ
The
event was held on Saturday, July 18,2015. However, the motor-homes
started arriving Wednesday night prior to the event. Fred Lingle helped
prepare the parking lot so everyone could park most efficiently. All the
overflow parking areas were utilized too. Mike Getz and his youngest
daughter CC, Fred Yearick and wife Missy, along with JP and Dave Walker
came to represent Best Line Powersports. The chicken was prepared by
Chris Vangor family & friends-wow-what great chicken it was!! (Check
out Kyle Vangor crashed out in the truck after a long night of
cooking.)We want to thank all of our volunteers that helped man the
various stations. It takes alot of good volunteers to make an event such
as this a success. Of course everyone loved Jack's ice cream and thank
you Lyn for the Apple & Cherry Crisp. Thank you all!! It was great
to see Amanda McCartney stop by and support the event too. We also
gained a new corporate sponsor, Rider Insurance Agency out of New
Jersey. We sure enjoyed Kevin's company. Lot's of compliments on the new
pavilion-you could enjoy sitting down and eating a meal out of the hot
sun. Many more improvements to come. Best Line supports this event and
we could not do it without them-THANK YOU!!
Rockview Correctional Facility Community Work Program
Larry
Mayes was contacted by Ron Young, a member of the SSRT and Rockview
employee with information about the Rockview Community Work Program.
Arrangements were made through Wade Renninger, Forest Manager for Doug
Sampsell the Safety Officer to tour the trail site for approval. Tim
Capparelle, Correction Labor Foreman also assisted with the tour. Jeff
Rockovan, Communicatons Director gave permission for picture taking and
article. Over the course of four weeks, the inmates were transported to
the trails sites to brush & trim the trail. Dennis Barndt, Chuck
Gardner and Tim Capparelle supervised and guided the work crews. They
completed approximately 4 miles of trail brushing from Gillentown
Trailhead to Clarence and the road to the Moshannon Community Center.
The pictures demonstrate how much work was completed by these workers
and what a big difference it made for the safety of the trail users.
Their energetic work efforts and pleasant attitudes made each day a
winner. This program excells and demonstrates good use of resources.

Snow Shoe Rails to Trails Pavilion
It was a year ago that the planning for
a new pavilion took place. The shell was installed in October 2014 by
John Runkle. Now the concrete floor was just poured and finished by Bob
Demko of Houtzdale, Pa. 16651 - Tele- 814-553-2382 if you are looking
for someone to finish conrete. Justin Finch and Paul also helped with
the project. The 2b stone for the build up in and around the pavilion
was provided by Hanson stone. Terry Parks trucking and Dave Tobias
Trucking delivered the stone. Thank you all for your help to complete
the shell and floor so we can hold our first event in the pavilion -
chicken bbq on July 18th. Public welcome!

Cruise for Cure - 2015 Photos
CMATVA coordinated the Cruise for Cure
event for 2015. The money raised goes towards fighting cancer. A group
of balloons were let go in memory of those that passed due to cancer.
What a great moment it was for all those of us that have a loved one
that had passed fighting this terrible disease. A 60 mile atv ride was
held in coordination with DCNR, CMATV and many others. Then, on Sunday, a
private landowner also took us on another ride on his property for
seveal hours. What a great tour that was too, just Awesome. The CMATVA
officers, volunteer staff deserve so much credit for the time to
schedule and hold such a great event. Thank you also to the number of
vendors that supported the evnet too. So many good people supporting the
cause.

TRAIL NOTICE 06-03-2015
Snow Shoe Township Supervisors advise that the gas company is working in the middle of the hill on Kato road on the Orviston Side of the creek. There will be many delays and possibly shut downs of the road for hours. The area is very narrow and the gas company is willing to work with us to get through. However, there may be times that it not be possible.
So, please be patient with the gas company as they can shut the road down completely for the length of time to complete the job, if they want too. We do not want that to happen. They are working with us as an atv organization.
The Snow Shoe Rails to Trails is asking it's members to understand the importance of this project and to have patients with the contractor. We need the Kato Bridge once this project is completed.

Kato Road Gas Line Project Update
Dwain Harkins - Master Mechanic for Union Pipeline attended the May
monthly SSRTA Meeting. The Union Pipeline joined the SSRT as a corporate
sponsor and also provided a donation to the organization too.
Dwain advised that they will be digging ditches & installing gas lines on the Kato Road on both sides of the Kato Bridge. They will be bringing in a large piece of equipment from Texas to help cut through the rock on the Bloody Skillet side of the Kato Bridge.
Dwain advised that the road will be open for atv/utv usuage Memorial Day Weekend.
The gas company will normally be working 6 days a week and would like the project to be completed by the end of August or before.
The SSRT is asking it's members to be patient with the gas company while they are working in this area. Remember, monies from this project is going towards the Kato Bridge Replacement Project for Snow Shoe Township.
So, please do not climb any dirt banks near the contruction sites as there could be ditches on the opposite sides. Also, please do not climb on any equipment. If you see anyone vandalizing construction equipment, we ask for your help to identify them. Contact Dwain Harkins immediately with any information or if you have any questions about the project. His number is: 330-413-4305. Also, please notify the State Police if you see anything suspious in the area.

Bollard Widening
Brooks Welding of Pleasant Gap widen the following gates/bollards
to 65 inches on the SSRT. They are both bollards in the Gillentown
Trailhead, Route 144 Underpass, Number 10 & Clarence. This will
allow wider units to leave the Gillentown Trailhead and travel to
Clarence to access Newman's Sandwich Shop or Clarence Moose and to
continue to the Bloody Skillet.
These widen
bollards will be evaluated for the next year to determine if there is an
increase in membership and also if membership follows the Slow Down
Area Signs.
If this is successful, the plan is
to widen more of the bollards towards Gorton next year. If we do not
increase membership and also have people not following the Slow Down
Area Signs, then the bollards that were widen this year will be narrowed
back to 62 inches next year.
So, it is up to
you our membership to ensure people are joining as members and also
following the rules of the trail. So, patrol within your ranks to ensure
the more of the bollards get widen next year.

Clarence Gate Bollard Widened
Brooks Welding widened the bollard width today to 65" on the Clarence
Gate Bollard. We will be painting it in the near future. They will be
working in the following order to widen Number 10 gate, Route 144 Gate
and both gates in the Gillentown Trailhead in the days ahead. Please be
patience with them as they are working on the gates as they get free

gates/bollards first so that people could park and leave from Gillentown
Trailhead and travel to eat at Newman's Sandwich Shop, stop by and
eat/visit the Clarence Moose and also travel to the Bloody Skillet
Trail. So, this project depends on the membership and your respect for

Trail Notice - Gas Line Project on Kato Road
The Snow Shoe Township Supervisors have notified the Snow Shoe
Rails to Trails that gas companies will start the gas line project on
Kato Road soon. Expected start date might be May 18,2015
or sooner. Crews are expected to start on each end of the project and
work towards each other. One crew will start by Gas Line 55 near the
Bloody Skillet Connector Trail and the other near the Snow Shoe Mud Race
Track. If necessary, at a later date, they may have to start a 3rd
crew.
This project is expected to be completed by the end of September 2015.
The
gas companies are going to work closely with the Township
Supervisors and keep the road open for atv, utv usuage. However, there
may be times where the road is narrow and the road may be shut down for a
short period of time. However, they will let us know in advance so we
can keep the web site updated with new information.
We
do know the one section of road on the Bloody Skillet side of the Kato
Bridge Crossing is narrow and when they get to this section of road, it
may cause some closings.
The contractors are expected to work six days weeks so please be careful & respectful while riding in these work areas.
The
township will be receiving money from this project that will be put
towards the Kato Bridge Replacement Project. So, we need your help and
patience until this project is complete.
We have been promised that the road will be open for this Memorial Day Weekend with no closings.

Steve Seltzer 10th Anniversary Celebration
The SSRT was invited to participate in the Steve Seltzer 10th Anniversary Celebration April 23, 24 & 25. The SSRT had people on site Thursday and will again on Friday. A great time today and everyone there made you feel at home and part of the family. Tamara prepare a great lunch for everyone too.
Soon after arriving a young couple from Ebensburg purchased the first atv. It was a Rubicon-very nice unit. So, they were the first to receive a SSRT Hoodie. Hope they enjoy the new atv and prior to leaving they said that they will be new members shortly. Thank you!

Gates on SSRT
The Snow Shoe Rails to trails has 5 gates with bollard width of 61"
and 8 gates with bollard width of 62". We have been getting a lot of
request to increase the bollard width to 65". A lot of families are now
getting 4 seated utvs and need more room to pass through the bollards
and support the SSRT and it's businesses.
Since
we are a family oriented trail, we have decided to widen several of the
gates. A motion was made and passed at last night's SSRT meeting to
hire Brooks Welding of Pleasant Gap to widen several of the bollards and
make a gate repair to another. Once the work is completed, we will
evaluate this year how the wider gates are working with our membership.
Then, if the width is a successful move, we will look at widening the
others next year.
The gates that will be widen this year is:
Both gates in Gillentown Trailhead
Route 144 Gate
Number 10 Gate
Clarence Gate
The trail will also widen the bollard towards Moshannon Community Center as time & volunteers permit.
We
are waiting to hear from Brooks Welding when the repairs to the gates
can be made. So, we will post on our web site and face book when the
repairs begin.

Memorial Bricks
The Snow Shoe Rails to Trails has been ask to place a variety of
things on Memorial Brick. Till now, we were only able to place the name,
birth year and year of passing on Memorial Bricks. This cost is
$125.00.
Now our vendor has the capabilities
to do a little more on a double sized brick. So, the cost for this size
brick will be $160.00.
This memorial brick was
purchased by Randy Hahn for a local Police Officer "Bob Bradley", that
passed away recently. The brick will be installed at the Gillentown
Trailhead Memorial whenever the weather warms up and there is no ice in
this area.
DCNR Youth Certification Training
The Snow Shoe Rails to Trails & Best Line Powersports will be providing DCNR Youth Certification Training( Ages 8 - 15) on Saturday, May 9, 2015. The training will be held at 2031 General Potter Hwy. Centre Hall, Pa. 16828.
Training will start at 9am and each participant must provide their own atv, must wear leather shoes or boots, long sleeve shirts and long pants and must have their own helmets.

Send an Email Urging Your Representative to Cosponsor H.R. 999 — The ROV In-Depth Examination Act, or RIDE Act!
Representatives Mike Pompeo (R-KS) and Collin Peterson (D-MN) have introduced bipartisan legislation that would require the National Academy of Sciences to conduct a study about the appropriateness of the Consumer Product Safety Commission (CPSC) moving forward with its mandatory product standards for recreational off-highway vehicles (side-by-sides). Specifically, this study would determine the technical validity of the CPSC’s proposed lateral stability and vehicle handling requirements; the number of ROV rollovers that would be prevented if the CPSC’s rules were adopted; whether there is a technical basis for the proposed rule to provide information on a point-of-sale hangtag about a vehicle’s rollover resistance on a progressive scale; and the effects on ROVs used by the U.S. military if the CPSC’s rules were adopted.
Take Action by sending an email urging your Representative to cosponsor this common-sense legislation to ensure that there is an adequate study of the impacts of the CPSC’s proposed rules before it is too late.
Background:
On October 29 the U.S. Consumer Product Safety Commission voted 3-2 to move forward on a proposed rule to impose a mandatory product standard for recreational off-highway vehicles (ROVs), commonly referred to as side-by-sides. The CPSC voted to move forward with its industry-wide rule, even though the American National Standards Institute (ANSI) had recently approved a new voluntary standard developed over years of interaction between the industry, the CPSC, and other stakeholders. A voluntary standard is the default approach under the statutes.
Perhaps worse, according to the CPSC staff’s briefing package and testimony, the proposed rule relies heavily on “beliefs” as the staff lacks data demonstrating that the proposed rule will actually achieve what the staff claims. In addition, the proposed rule applies standards developed for on-highway vehicles to off-highway vehicles, without demonstrating that those standards apply in off-highway environments. Given the CPSC’s admitted lack of supporting data and stated need for future testing, the proposed rule ignores the risk of unintended consequences for millions of Americans who enjoy ROVs throughout the country.
The proposed rule, if ultimately approved, would limit the ability of manufacturers to design vehicles to safely provide the level of performance that is expected by ROV enthusiasts, as state, regional and national enthusiast groups recently testified to the CPSC. The industry’s new voluntary standard for ROVs should be permitted the opportunity to prove effective, the same as the voluntary standards that govern almost all other products under the CPSC’s jurisdiction.
